Pac-12 announces a number of reforms:

SAN FRANCISCO, Oct. 27, 2014 - Sweeping reforms for student-athletes, including guaranteed four-year athletic scholarships, continuing education, improved health care, liberalized transfer rules, and more, were adopted today by the Pac-12 Conference in a vote of the presidents and chancellors of the Conference’s 12 member universities.

Athletic scholarships will be guaranteed for four years for student-athletes in all sports.
Student-athletes who leave school before graduating will be able to use the remainder of their educational expenses later to earn their degrees.

Student-athletes who transfer between Pac-12 institutions will be able to receive athletic scholarships immediately.
Student-athletes will be represented in the Conference governance structure.

The Pac-12 presidents and chancellors also reaffirmed their support for incorporating the full cost of attendance for Pac-12 scholarship student-athletes. The 65 institutions that compose the five major conferences and 15 representative student-athletes will vote on this important issue at the inaugural meeting of the five major conferences in January.

It's about paying a stipend (likely to be set somewhere in the $2-5,000/yr range) over and above the current tuition, room, board, fees and books, as part of each scholarship.

It's become known as "full cost of attendance" because its justification is to cover all the other costs of going to school not curently covered by a scholarship while not appearing to be just a payment for playing.

Being able to pay this amount is the primary reason the power 5 conferences were granted limited autonomy to make their own rules, and that's why only 65 schools are voting on it.

This will without question be approved; only the amount is in question. The most interesting questions to me are whether any other conferences outside the power 5 will follow suit, and if so which one(s), and how that two-tiered system will impact recruiting at schools in conferences that don't adopt this payment. It won't be cheap for schools whose athletic departments are already bleeding money and don't have $25 million in TV and bowl money rolling in. Minor sports may get cut at some places to compensate.

Conventional wisdom is that because of Title IX, if you pay this for any sport, you'll have to pay this to every scholarship athlete in every sport.
