In Minnesota, the Minnesota State HS League passed a transfer rule which mimics the NCAA D-I rule in BB & FB.

A little history, in the late 1980s Minnesota adopted open enollment, which means a student can enroll in any school district they choose, basically ending school boundary lines.

Over the years, some schools started abusing the open enrollment rules and transfer student that happened to be excellent athletes started to displace players that grew up in that district's youth system, forming super teams.

Does any other state have this "problem"? (I put problem in quotes, because I am against the transfer rule.)
