Actually, college football was much bigger in the 1940s than it is today, in terms of relatively popularity. The NFL and pro basketball were pretty much also-rans, while boxing and horse racing were much bigger deals than they are now. College football was #2 after Major League baseball.
That said, I suspect that Notre Dame-USC took the break because of war time travel restrictions, not because they wanted one.

Relative popularity? College football wasn't nowhere the business it was then than now in terms of dollars and media exposure. Sports are a much, much bigger part of the national landscape now than they ever where (and yes, that does factor into account many more sports).

If UConn and Tennessee were to play at the same time of Army/Navy, I'm watching Army/Navy, flashback to UConn/Tennessee. Army/Navy is a much more important rivalry to me and my family than UConn/Tennessee will ever be.

I'm guessing that nobody on this board is old enough to have actual memories of what things were like in those days.
That said, I'm not sure that a measure in absolute dollars or total number of games on TV/radio (just radio in those days, of course) tells you how important college football was to U.S. society at the time. Keep in mind that "media" covered a much smaller range in those days. Even in sports, Sports Illustrated wasn't being published yet and The Sporting News covered only baseball (seriously, that was it). Even so, as a proportion of sports news on radio, in print and in newsreels, I'd venture that college football got as much coverage as the NFL gets today (or more), and maybe as much coverage in proportion to all news as well. The pie may have been smaller, but there were a lot fewer players, so each one had a bigger share of that smaller pie than would be the case today.
