I understand the desire not to promote nicknames or imagery that are "considered abusive or offensive", but I'm not understanding why this prohibition would be limited to Native American nicknames or imagery.

For example, why is "fighting Irish" acceptable?

The confederate flag thing has been part of the rules for a while

Two main reasons.

1) No one has complained. There has been no group of Irish peoples who have lodged an official complaint with the NCAA.

2) It is a self-identifier. Notre Dame is an Irish Catholic institution, formed by Irish Catholics. At one point they were known as the "Catholics" but other teams started calling them the "Fighting Irish". To take the power out of what others were trying to use as an insult, the school embraced the name and took it as their own.

The school also embraces Irish culture on campus and throughout their curriculum.
