It would seem that it necessarily does the opposite.

I think someone missed that 1 and 1 started on the 7th foul of the half, but now you can have 8 fouls (4 in each quarter) before any are shot. You have to look at the actual distribution of files by quarter to be sure, but I think it is highly likely the number of times you go to the line will go down not up.
